in the description, you said that it reduces exhaust velocity.
its not the velocity you should be concerned about, but the FLOW rate. With a smaller opening you get more backpressure...MORE velocity. put your thumb on a running spigot.
with a larger opening the velocity drops, but the flow rate is higher....turbo spools faster :) -ok higher velocity until the airspeed reached mach 1, but up until then this applies (in normal turbo running pressures/speeds).

It´s no good!
You simply don´t get a boost at any time. The turbo gets in action when the engine meets resistance, and that´s what it´s there for.
Here the engine just revs, and THAT´s what make the turbo sing.
